2011 FASTER Heroes
Fleet Management Team
City of Oceanside, CA
In the past twelve months, the Fleet Management Team of the City of Oceanside has re-invented its city wide image and customer relations. The team implemented an aggressive customer relations campaign in order to regain full confidence and trust from all city divisions and departments. Aspects of the customer relations campaign include making all visitors to fleet feel welcome, providing first-come-first serve loaner vehicles, offering customers transport back to their office when loaners are not available, and educating customers through brochures that provide information on what fleet does and general vehicle maintenance information.
The City of Oceanside, Fleet Management Team has been recognized as one of the 100 Best Fleets for five years in a row, with the award for 2011 resulting in a national ranking of #49. The team effort required to change an entire cities view of a single division takes dedication, hard work, perseverance and the resolve to see it through to success.
J.D. Schulte
City of Moline, IL
J.D. Schulte is responsible for implementing “green” practices throughout our the entire fleet operation at the City of Moline. At Moline, they are constantly searching for new ways to reduce our carbon footprint under his direction, while recycling and earning extra revenue to benefit Moline’s tax payers.
J.D. found and was awarded a grant offered by the EPA to introduce 12 new hybrid vehicles into the fleet, insists on using a B20 soy biodiesel, makes sure that all oil and fluid filters and aerosol cans are drained for 24 hours before they are pierced, crushed and recycled and then sells the used oils and fluids for revenue. Moline cleans most parts in an aquatic washer that uses solvent for 16 weeks prior to recycling and all floor drains have been equipped with oil separators to ensure that the oil is not being put into the drain lines. J.D. also cut the amount of energy used by using incandescent lighting and motion sensors, and has not purchased a new broom for our street sweeper in over two years by utilizing the same attachment and rewiring. Due to J.D.’s efforts and innovations, the City of Moline received a Radish Award for being environmentally conscious, as well as, being recognized by the Government Fleet Magazine as the #7 fleet in the entire nation this year, up from our #10 spot last year. Aside from doing his part to save the environment, J.D. always puts the tax payers first. He wants to make sure he is doing what is in their best interest, while keeping Moline beautiful and reducing waste in any way possible.

Bobby Unsell
Orange County Sanitation District, CA
Bobby’s job specific attributes consist of the tracking and updating of fleet asset data in the Fleet Services FASTER system. During the past fiscal year (2010-11), the Orange County Sanitation District went through a restructuring of Divisions and staff on three separate occurrences, involving two separate plant facilities, 24 Divisions and approximately 640 staff. The restructuring interrupted the CM and PM scheduling of fleet assets. Immediate changes were needed to update the FASTER database to maintain the CM and PM schedules. Bobby took the initiative to track the various reassignment changes updated the FASTER database. Changes included the reassignment of fleet assets to various personnel, changes in Department & Division numbers, and changes in staff and asset locations.
These updates were vital to the CM and PM programs of fleet services. The various tasks and duties were performed without overtime costs to OCSD. During this process Bobby maintained assigning work orders for 193 vehicles, 178 electric carts, 139 pieces of portable equipment, and personally conducted smog checks on 71 vehicles all without interruption of the CM and PM programs.
Samir Patel
Orange County Sanitation District, CA
The Orange County Sanitation District owns and operates two CNG fuel stations at its Fountain Valley facility. OCSD’s Fleet Services has approximately 24 CNG fueled vehicles. The information gained from Samir’s efforts helped supply fleet supervisors with the information they needed to calculate the exact costs of maintaining OCSD’s 24 CNG vehicles.
Samir’s accomplishments included his ongoing contact with FASTER to initiate the CNG utility request, initiate the export file request with Clean Energy, and test the interface and report development. Throughout this project Samir maintained forward progress without interruption, hesitation or complaint to fleet services and others.
